In December 1992, the then Prime Minister, Paul Keating, as part of his Environment Statement, announced that the Government would contribute $2m, to be matched by industry, towards the construction and operation of a pilot research and development plant to demonstrate new technologies for the production of ethanol from lignocellulosic material. This funding was to be subject to a feasibility study subsequently commissioned by the Minister for Primary Industries, Simon Crean, in 1994.

The Gorton Timber Company conducted the feasibility study that led to the Government's agreement to take further steps towards the construction of the pilot plant.
